"Cross border e-commerce is an important lever for serving the manufacturing industry and an important driving force for the transformation and upgrading of the manufacturing industry." At the 2023 Cross border E-commerce Conference jointly hosted by the China (Guangzhou) Cross border E-commerce Comprehensive Pilot Zone, the China ASEAN Center, and the China Association for Trade in Services, Long Yongtu, an advisor to the China Association for Trade in Services, former Vice Minister of Foreign Trade and Economic Cooperation, and Chief Representative of China's accession negotiations, said, Cross border e-commerce is not only related to the foreign trade system, but also to the overall situation, involving the development of manufacturing, real economy, and service industry. Therefore, it is necessary to link cross-border e-commerce with the overall development of the economy in the context of high-level openness and high-quality development.
Data shows that in 2022, the scale of China's cross-border e-commerce import and export reached 2.11 trillion yuan, an increase of 9.8%. From January to September this year, China's cross-border e-commerce imports and exports reached 1.7 trillion yuan, an increase of 14.4%. Cross border e-commerce is increasingly becoming a key focus in promoting stable scale and optimized structure in foreign trade.
On the basis of stabilizing foreign trade, cross-border e-commerce can play an important role in high-quality development. Long Yongtu believes that developing the real economy represented by the manufacturing industry is one of the main contents of current high-quality development, and cross-border e-commerce should better serve the real economy and manufacturing industry. The added value of China's manufacturing industry accounts for nearly 30% of the world's total, ranking first in the world. In his view, if cross-border e-commerce becomes the key to serving the manufacturing industry, vigorously developing productive service industries can not only make the manufacturing industry stronger, but also drive China's service industry to "go global" and increase service exports.
The "Three Centers" established in Guangzhou are important practices for cross-border e-commerce service manufacturing industry. According to Cai Hui, Deputy Secretary General of the People's Government of Guangzhou, Guangzhou continuously innovates its institutional mechanisms and leads the development of cross-border e-commerce in the country. The import and export scale of cross-border e-commerce in the city has increased 93 times in 8 years, and the import scale has ranked first in the country for 9 consecutive years. In 2023, based on ten years of innovative practice, Guangzhou aims to reshape the ecosystem of cross-border e-commerce industry and empower high-quality development. It explores the establishment of the "three centers" of global cross-border e-commerce, namely ecological innovation center, seller service center, and super supply chain center, to create the world's first comprehensive landmark of cross-border e-commerce industry and urban industry conference hall, allowing enterprises to connect with top global resources in a one-stop manner.
"It is very important to build an efficient service system and a cross-border e-commerce industry cluster ecosystem with local characteristics." Long Yongtu said that the core of the "three centers" of global cross-border e-commerce is to use cross-border e-commerce to serve the manufacturing industry. Guangzhou serves the manufacturing industry from design, research and development, after-sales service, international logistics, digital transformation, and other aspects, which is a pioneering move in China's e-commerce field.
In addition, cross-border e-commerce can also serve other real economies such as agriculture. In Long Yongtu's view, in recent years, China's e-commerce has developed rapidly, and cross-border e-commerce can seize the opportunity of domestic and foreign trade integration, extend on the basis of a strong domestic e-commerce system, and form a huge industry for the development of rural areas, the real economy, and the manufacturing industry. He stated that cross-border e-commerce has great potential in expanding international markets for Chinese industries. It can not only promote brands and enhance brand influence, but also use digital development to accurately complete trade processes using big data.
It is worth noting that many international partners have high expectations for cross-border e-commerce cooperation with China. Tie Gong, Deputy Minister of Commerce and Business Representative to China of the Kingdom of Cambodia, stated that this year marks the 65th anniversary of the establishment of diplomatic relations between Cambodia and China, as well as the "China Cambodia Friendship Year". China is Cambodia's largest investor and trader. In the future, Cambodia looks forward to increasing bilateral economic and trade exchanges through cooperation with China in the field of cross-border e-commerce.
The Deputy Director of the Indonesian Embassy in China, Jet Pei, also mentioned that in 2013, China and Indonesia established a comprehensive strategic partnership. China and India have carried out various cooperation projects in the past decade, among which digital transformation is an important direction. China and India should jointly build an inclusive and inclusive economic development governance system, establish a digital economic development framework, and promote economic and trade cooperation between the two sides.
In order to create a better environment for the development of cross-border e-commerce and help cross-border e-commerce continue to serve the real economy, Xiao Lu, Deputy Director of the Department of Foreign Trade of the Ministry of Commerce, expressed three hopes to local governments, industry organizations, and cross-border e-commerce enterprises. She expressed the hope that various regions will innovate in the construction of cross-border e-commerce comprehensive pilot zones, boldly explore, strengthen the linkage with characteristic industries based on local conditions, develop "cross-border e-commerce+industrial belt", cultivate supporting enterprises, optimize service carriers, help enterprises cultivate talents, and accelerate the construction of industrial chains and ecosystems that adapt to the development of cross-border e-commerce; I hope industry organizations can innovate self-discipline and mutual benefit methods, enhance the development capacity of cross-border e-commerce, strengthen standard construction, guide industry enterprises to explore overseas markets in an orderly manner, and promote international exchanges and cooperation; We hope that cross-border e-commerce enterprises can continuously innovate their business models, cultivate new competitive advantages, widely apply new technologies and tools, guide production through big data analysis, rely on overseas warehouses to better optimize local services, improve product quality, and enhance international competitiveness.
For the development of cross-border e-commerce at the technical level, Ye Hanghui, president of Baidu AI Cloud Pan Technology and Finance Research Institute, suggested that in the future, we should focus on the co creation of values. The leadership of some technologies can not lead to rapid improvement of production experience, so we should align values and apply good technologies to good scenarios. In addition, in data competition and artificial intelligence competition, data is a key element that requires the establishment of a data governance system and a global consensus on data understanding in the field of artificial intelligence.
