On October 19th, the China Africa Digital Capacity Building Cooperation Forum was held in Beijing. This forum is hosted by the
Ministry of Industry and Information Technology, hosted by the China Academy of Information and Communication Technology,
and co organized by the China Africa Development Fund. The theme is "Strengthening Cooperation in Digital Capacity Building and
Jointly Seizing Digital Development Opportunities". Chinese Minister of Industry and Information Technology Jin Zhuanglong, Ugandan
Minister of Information and Information Technology Chris Barimonsi, and Sierra Leone Minister of Communication Technology and Innovation
Salima Bach attended the forum and delivered speeches. Zhao Zhiguo, Chief Engineer of the Ministry of Industry and Information Technology, attended the forum.
Jin Zhuanglong pointed out that the digital economy is becoming a key force in restructuring global factor resources, reshaping the
global economic structure, and changing the global competitive landscape. In recent years, government departments, enterprises, and
research institutions of China and Africa have made joint efforts to continuously deepen digital cooperation and achieved significant results.
We have signed memorandums of cooperation in the digital field with more than ten countries in Africa, conducting digital capacity building,
digital technology innovation, and digital governance exchanges, creating favorable conditions for enterprise cooperation. Chinese enterprises
have developed well in non investment areas, with a number of successful cooperation cases emerging in fields such as digital infrastructure,
smartphones, e-commerce payments, and cloud services, demonstrating enormous development potential.
Jin Zhuanglong said that China Africa cooperation is an important part of the joint construction of the "the Belt and Road", and is willing to
work with African partners to take the third "the Belt and Road" International Cooperation Summit Forum as a new opportunity to promote the
continuous development of China Africa digital capacity-building cooperation. Strengthen strategic alignment and jointly discuss digital cooperation plans.
Continuously strengthen policy exchanges, hold the China Africa Digital Cooperation Forum, integrate their respective advantages, create a good
business environment, support enterprises to expand investment cooperation, and achieve mutual benefit and win-win results. Increase communication
efforts and jointly build digital development capabilities. Establish a multi-level communication platform for governments, enterprises, and think tanks to
share their practical experiences in digital development policies, digital technology and applications, integration of digital economy and real economy,
and digital governance. Carry out cooperation in digital ability training and expand channels for digital talent cultivation. Deepen project cooperation
and share the dividends of the digital economy. Focusing on key areas such as next-generation mobile communication, cloud computing, big data, artificial
intelligence, satellite internet, e-commerce, network security, and digital transformation, we will deeply tap into cooperation potential, enrich cooperation
projects, expand cooperation space, and inject new impetus and depict a new landscape for the development of the digital economy between China
and Africa in accordance with the principle of marketization.
Lou Wenjian, Vice President of the China Africa Development Fund, was invited to speak at the conference on "Strengthening Capacity
Building and Cultivating Digital Talents" and stated that digital talent training is an important "infrastructure" for the development of the digital
economy. We should actively explore the establishment of a digital education vocational education system in a market-oriented manner to promote
the sustainable development of Africa's digital economy industry. The China Africa Development Fund is willing to actively play the role of "financing
and intelligence integration", and work together with African governments, think tanks, and enterprises to promote the cultivation of digital talents
in Africa in policy consultation, investment and financing services.
It is reported that the China Africa Development Fund, announced by the Chinese government at the Beijing summit of the Forum on China-Africa Cooperation of the Forum on China Africa Cooperation in 2006, aims to support and encourage Chinese enterprises to invest in Africa. It is the first equity fund in China that focuses on investment in Africa. It is headquartered in Beijing and has five representative offices in South Africa, Ethiopia, Zambia, Ghana and Kenya. As of now, the cumulative investment decisions in 39 African countries have exceeded 7.1 billion US dollars, leveraging Chinese enterprises to invest and finance 31 billion US dollars in Africa. At the same time, the China Africa Development Fund actively fulfills its social responsibility by investing in projects to increase local employment, taxation, and export earnings, continuously promoting the upgrading of cooperation with Africa, and helping to build a high-level community with a shared future for China and Africa.
